Overview
The Azerbaijan Government Scholarship is funded by the Ministry of Foreign Affairs and the Ministry of Science and Education of the Republic of Azerbaijan. It allows talented students from selected partner countries to study full-time in Azerbaijan’s top universities under a fully funded structure.

Who Can Apply
Eligibility is limited to the citizens of:
- Non-Aligned Movement (NAM) member states
- Organization of Islamic Cooperation (OIC) member states
- Small Island Developing States (SIDS)
- Countries with historic, ethnic, or cultural ties to Azerbaijan
Applicants must NOT be citizens of Azerbaijan.
Scholarship Benefits (Fully Funded)
Successful awardees of the Azerbaijan Government Scholarship receive:
