Overview
The PACE Project Call for Proposals 2026 aims to support sustainable, inclusive, and participatory recovery across regions heavily impacted by the 2023 earthquakes. Projects funded under this scheme must contribute to building long-term resilience, strengthening local services, increasing environmental sustainability, and supporting community-driven recovery models.
PACE focuses on restoring essential services, enabling green transformation, and ensuring inclusive participation from local communities — with an emphasis on collaboration between CSOs, BSOs, and local authorities such as municipalities and provincial administrations.
Purpose of the Programme
The programme encourages projects that:
- Enhance local public services in earthquake-affected regions
- Strengthen cooperation between CSOs/BSOs and municipal authorities
- Promote sustainable, green, low-waste, and climate-sensitive recovery
- Support vulnerable groups through participatory approaches
- Build long-term social, economic, and environmental resilience

Who Can Apply?
Eligible applicants include:
Civil Society Organisations (CSOs) such as:

Business Support Organisations (BSOs) such as:
- Chambers of commerce & industry
- Business associations
- Technoparks (science & technology parks)
- Business incubators
- Co-working spaces
- Cooperatives
- Social entrepreneurship networks
Applicants must be active in at least one of the 11 provinces and must propose activities in collaboration with local authorities.
Funding Priorities
During evaluation, priority will be given to proposals focusing on:
- Adıyaman, Hatay, Kahramanmaraş, Malatya
- İslahiye and Nurdağı districts (Gaziantep)
- Projects that demonstrate strong partnership models
- Innovations in public service delivery
- Climate-conscious and green recovery solutions
