Citizen Energy Technical Assistance 2026 is part of the EU’s broader mission to accelerate community-led energy transitions. Delivered by the Citizen Energy Advisory Hub (CEAH), this programme will empower 120 citizen energy initiatives across the EU with targeted, expert-driven technical assistance.
Rather than providing financial grants, the programme focuses on practical, hands-on expertise tailored to the real needs of citizen energy projects at different stages of development. Support is delivered through dedicated experts who work closely with beneficiaries to address project-specific challenges and unlock long-term sustainability.
Types of Support Available
The Citizen Energy Technical Assistance programme offers five core support categories:
- Financial Advisory Support
Tailored financial planning, early-stage investment guidance, fundraising strategies, and financial literacy training. - Technical Support
Assistance with technical design, regulatory frameworks, digital tools, and communication strategies. - Legal Support
Guidance on legal structuring, governance models, drafting statutes, contracting, and regulatory compliance. - Stakeholder Engagement Support
Community engagement strategies, citizen dialogues, behavioural insights, and inclusion of vulnerable or underrepresented groups. - Capacity-Building Support
Long-term skills development covering energy sharing, consumer protection, support schemes, and professionalisation of initiatives.
In addition, all beneficiaries may participate in a twinning programme, enabling peer-to-peer learning across EU countries through joint activities, expert-facilitated discussions, and networking opportunities.
Eligibility
The Citizen Energy Technical Assistance 2026 call is open to a wide range of EU-based actors involved in citizen energy projects.
Who Can Apply
Applicants must:
- Be based in an EU Member State
- Be implementing, planning, or supporting a citizen energy project
- Belong to one of the eligible stakeholder categories
- Not have received funding/support for the same project aspect
- Submit a signed letter of commitment

- Citizen Energy Communities or Renewable Energy Communities
- Groups of citizens
- Small enterprises
- Small NGOs and non-profit organisations (including social economy actors)
- Local public authorities

Support Pathways
Selected beneficiaries will receive support through one of three pathways:
- Intensive Pathway: ~40 expert days across up to 4 support categories
- Moderate Pathway: ~30 expert days across up to 3 support categories
- Light Pathway: ~20 expert days across up to 2 support categories
Each beneficiary will be matched with experts based on project needs, location, and thematic focus. Support includes at least one in-person visit, strengthening local stakeholder engagement and trust-building.
